Fixes the error "Developer warning for package com.android. messaging failed to post notification on channel null".
Bug: 130046636
Test: manual - Tested the messaging UI. Ran the following CTS tests on Pixel phone.
$ make -j 40
$ make messagingtests -j
$ find out -name "messaging*.apk" -print -exec ls -l {} \;
