It resolves Broadcast Limitations issue if target API level is changed
as 26 or higher later.
It includes fixing code style also.

NPE occurs when current IFD0 offset is smaller than default IFD offset.

libgiftranscode.so is a jni lib for Messaging app, which is usually
overridden by proprietary apps on shipping devices. We have moved
Messaging to /product. Now this CL move libgiftranscode.so too.
