Set IMPORTANCE_HIGH so that message notifications will pop on screen
by default.

* mmslib contains basically the same code as android.support.v7.mms.pdu
does, so align them code-wise and remove the mmslib duplicates

This new feature still doesn't work properly.
As we know Luca has been submitted CL:1271087 and CL:1271088 to fix it. But it still has issues.
