We don't have an actual implementation returning anything but the
defaults, so apply the defaults directly anywhere we need them

Michael W 009df43b06 Messaging: Remove cell broadcasts 
* Packagemanager doesn't tell us about its' availability anymore
* It's accessible from notification settings, no need for the app to
  be able to launch them
